The findings of the committee are:

(1) That owners of house property were

the victims of a disastrous slump during the

years 1933 to 1937.

(2) That there is no evidence that

landlords as a whole are at present raising

rents beyond or even as high as the level

ruling before the depression.

(3) That a net return of 7 to 8% on

capital outlay for property seemed to be regarded

as a fair return and that the evidence went to

show that most landlords had obtained very much

less than this rate during the depression and

that their returns had still not reached this

figure.

In view of these facts, they consider

1) that the introduction of rent

restrictions would be unjustified; (OD 2)

would

that there www be no advantage in the inception

of rapid construction of new houses;

(3)

that the Government should watch the position

carefully in case further increases in rent

take place.
